dpkg-buildflags(1) is used to provide a default set of flags for all compiler commands and should be used by all packages. This warning implicates that (some) flags from dpkg-buildflags are not respected.

dpkg-buildflags also contains hardening flags which enable protections against certain vulnerabilities like buffer overflows, format string attacks, GOT overwrites, etc. A release goal of wheezy is to enable the hardening flags for many packages.
