    unprivileged podman container (#1078205).

    Use the git-format-patch compatible dialect of DEP-3 for better interop
    with tools like gbp pq.
  * Add a Lintian override for an intentional empty directory (see #1038137)
  * Standards-Version: 4.7.0 (no changes required)
