  * Migrate watch file to version 5 and introduce "documentation" component
    using uscan's multitarball support.

  * Document that this Debian package tracks the Torsion project directly--
    and not the Microsoft Github mirror.
  * Update gbp.conf to import an additional "documentation" tarball as part of
    the now-unified Debian upstream source.
  * Drop borgmatic-doc-download.sh as well as the NEWS entry that refers to it.
  * Introduce bin:borgmatic-docs package.  The HTML is generated upstream,
    downloaded as borgmatic_$version.orig-docs.tar.gz and is then imported into
    the Debian source package as borgbackup-$version/documentation.  The
    source for this documentation is found in the borgbackup-$version/docs
    provided with the primary upstream release tarball (Closes: #1056364).
