    d/control: Drop the unused intltool build dependency
    
    intltool has been in Build-Depends since the initial packaging skeleton,
    but nothing ever used it: there is no po directory and no POTFILES, and
    neither the meson build files nor d/rules mention intltool, gettext or
    i18n. The only .in file, docs/reference/version.xml.in, is expanded by
    meson's configure_file.
    
    Building the package with intltool removed from the chroot completes
    successfully.
