    - add versioned b-d on opentelemetry-api, new upstream dependency
    - add opentelemetry-sdk, opentelemetry-exporter-otlp-proto-http and
      sentry-sdk to b-d, needed by tests
    - add Suggests on opentelemetry-sdk and
      opentelemetry-exporter-otlp-proto-http, needed to export telemetry to
      an OTLP endpoint
  * debian/rules
    - skip the telemetry tests of the integration with
      opentelemetry-instrumentation-fastapi and logfire, not available in
      Debian
    - skip test_translate, it tests upstream's docs translation tooling (not
      shipped) and needs git
    - exempt 127.0.0.1 from the pybuild proxy, so the telemetry tests can
      reach their local OTLP collector
