    Update Treasury API "NO PAY" handling
    
    Based on my report, Treasury updated their API and documentation.  They
    now use zero values ("0.00") to indicate the "NO PAY" scenario.  I now
    convert those to "NO PAY", which means I now produce identical results
    (excluding the order of lines) to the last old-style file published.
