online-accounts: disable markup in toasts
Occassionally GOA will return an error with a URI containing an
ampersand or other markup-sensitive text. Disable markup in
toasts to avoid problems.

power: Move general section above Power saving
So that the widget doesn't jump when the suspend power consumption
notice is revealed. Making the suspend notice the bottom of the page
solves it.
