  * debian/control (Build-Depends): Switch to debhelper compat 14.  Add
    cross-exe-wrapper <cross> to run ecpg during cross builds.
    (Depends): Remove ${misc:Depends} and ${shlibs:Depends}.
  * debian/cross-ecpg.in: New file; run ecpg via cross-exe-wrapper.
  * debian/rules (PATH): Modify in case of cross-building so that our
    wrapper is used instead of /usr/bin/ecpg.
    (execute_before_dh_auto_build): New conditional target; generate
    debian/ecpg from debian/cross-ecpg.in.
    (override_dh_auto_clean): Delete generated wrapper.
  * debian/docs: Rename as...
  * debian/libsqlclient-dev.docs: ...to prepare for compat 15.
