    Ensure files under /usr/lib/gridengine are executable
    
    For some reason, this was no longer the case. Add an
    "execute_after_dh_install" target to fix that up.
    
    According to dh(7), this requires debhelper >= 12.8 plus compat level 10
    or higher. We already have the latter, but not the former, so update
    that dependency too.
