    Update watchfile to use upstream's gitlab
    
    Previously, watchfile pointed to the upstream maintainer's
    personal website where they would provide new releases' tarballs.
    Upstream has since moved on to use gitlab. Also, their website did
    not have SSL which makes this a better alternative.
