  * Rename package and binary irqtop to irqtop-nf to make space for
    util-linux's irqtop without any confusion. (See #1009668)
  * Create a transitional package named irqtop which depends on either
    irqtop-nf or util-linux-extra ≥ 2.38-4+exp2 and explains the two
    implementations.
  * Add a NEWS.Debian file (as debian/NEWS) for this package renaming.
  * debian/rules: Use execute_before_… where applicable.

    This is needed to make space for util-linux's irqtop without any
    confusion. (See #1009668.)
    
    Also create a debian/NEWS file to inform about this package renaming,
