  * Bump the debhelper compatibility to 14:
    - bump the debhelper-compat build dependency to 14
    - drop the ${shlibs:Depends}, ${misc:Depends}, and ${python3:Depends}
      substvars
    - add the dh-sequence-single-binary build dependency, as there is only
      a single binary
  * CI: simplify/update configuration.
