  * d/watch: bump to Metacpan uscan template v5.
    This fixes failures to bulk scan metacpan.org, since naive scans are
    blocked against bots, while the API used by the uscan template is ok.
  * d/control: drop redundant Rules-Requires-Root: no.
  * d/control: drop redundant Priority: optional.
  * d/control: declare compliance to standards version 4.7.4.
  * d/control: bump to debhelper-compat 14.
  * d/control: add myself to uploaders.
  * d/control: reword the package description.
    This is to fit the perl module name Bio::Procedural, so that it can
    show up from an `apt search Bio::Procedural` command.
