Promote libcamera-ipa in Recommends of libcamera0.2 and ensure the binary version matches
The library without its signed IPA modules is not really useful.

Set architecture to linux-any
Porting it to another kernel (hurd?) is not planned for the near
future, especially since it relies on Linux kernel APIs and drivers.
