  * Fix FTBFS due to intermittent mpirun/prte hang after test completion:
    grade the MPI test (build and autopkgtest) from the app's own output
    instead of mpirun's exit status. (Closes: #1145693)
  * Bump debhelper-compat to 14.
  * Switch debian/watch to the version 5 GitHub API template.
  * Add debian/salsa-ci.yml with license reconciliation, and
    debian/lrc.config to alias upstream's non-standard GPL-2+ header
    wording and exclude the verbatim GPL-2 LICENSE files.
  * debian/copyright: add a debian/* paragraph and fix the license of
    doc/_static/jquery.js and underscore.js to Expat.
  * Drop unused lintian-overrides for liggghts and libliggghts3t64.
