    Update watch file, use git mode and latest commit
    
    The latest tag from March 2025 fails to build, due to changes in
    build dependency golang-github-oschwald-maxminddb-golang-v2-dev.
    
    So bump to latest commit from git tree. This is only temporary,
    upstream will release a proper 2.0 version at some point, and when they
    do we'll package it.
    
    Additionally, import the test-data git submodule, it is needed for the
    tests.
