openstack-pkg-tools (155) unstable; urgency=medium

  * Moved back to a setup.cfg-based build with pbr instead of using a
    pyproject.toml: the pbr.build PEP 517 backend only exists since pbr
    6.0, and setuptools < 61 cannot read the [project] table, which
    broke the build on bullseye and bookworm. Also add python3-wheel to
    Build-Depends, as needed by bdist_wheel with setuptools < 70.1.
