  * New upstream release
    - new release moves test files from tests/files to test-files.
      Update debian/copyright, debian/rules, pymatgen-test-files.examples
      and pymatgen-test-files.lintian-overrides
    - includes piezo_sensitivity test files, so drop debian/binary_patches
      and update debian/source/include-binaries
  * drop deprecated debian/source/lintian-overrides. test_files is no
    longer present so the lintian warning is not emitted.
  * update debian/watch to v5 GitHub template
    - add explicit Uversion-Mangle to catch older alpha (a)
      and beta (b) releases
  * Standards-Version: 4.7.4
