    d/salsa-ci.yml: add Salsa CI config file
    
    This replaces the
    
      recipes/debian.yml@salsa-ci-team/pipeline
    
    Salsa setting, which is not recommended [1]. Having a config file
    instead of the @salsa-ci-team/pipeline reference also allows different
    pipelines to be used in different branches, useful e.g. for LTS
    releases.
