  * Declare compliance with Policy 4.7.4, drop the implied Priority: optional.
  * Refresh the Debian files' formatting using `debputy reformat`.
  * Switch back to debhelper-compat now that debhelper 14 is out.
  * Convert the watch file to version 5 of the format.
  * New upstream release:
    - run the `repopush_test` program during the build, the upstream Makefile
      no longer runs it automatically
    - update the copyright file: upstream switched to yearless copyright notices
    - drop the rsync-unquoted patch, integrated upstream
    - add a Lintian override for the "missing" hatchling build dependency -
      we don't actually build any Python projects
  * Switch to yearless copyright notices for the Debian packaging too.
  * Point the Vcs-* tags to the new Salsa repository.
  * Add Salsa CI configuration.
  * Recommend confget so that `-s section` will just work.
