  * Package octocrab 0.43.0 from crates.io using debcargo 2.8.4
  * Drop leftover test_is_broken.
  * Drop downgrade-snafu.patch.
  * Drop device_flow / get_*_scanning_alerts examples: they call
    DeviceCodes::poll_until_available, which is not on 0.43.
  * Complete isolated features (pull default client/TLS; prefer rustls if
    rustls+opentls are both on).
