  * Team upload.
  * Relax toml upper bound to accept 0.9 and 1.x, add serde feature.
    Allows the unsuffixed librust-toml-dev (1.1 in unstable, 0.9 in
    testing) to satisfy the dependency and frees the package from the
    librust-toml-0.8-dev compat. The serde feature is required because
    toml 0.9+ moved the from_str entry point out of "parse" and behind
    "serde". Unblocks debcargo-conf #147.
