    Update upstream signing key
    
    The key imported back in 2021 had expired on 2023-07-30, but I did not
    notice that until the signature verification started to fail.  Update
    the key with the refreshed version from
    https://invisible-island.net/public/dickey@invisible-island.net-rsa3072.asc.
